Gibraltar was an armed location for most of its history, because whoever owns it is able to defend the straits between Africa and Spain. Africa is only about 14 miles from here, and a good cannon can shoot that far. Observation posts higher up could spot the shellfall, making this an effective place to deny use of the straits, while also being damn difficult to attack or invade.
